This depends on the performance characteristics (e.g. refresh rate in Hz, 60Hz, 75Hz, 144Hz etc.) of the new monitor. A GT-1030 delivers 4k resolution without problems. You should consider the number and version of the display port connections and the HDMI connections, maximum performance (4k at 60Hz) is always available via the display port connection of a graphics card. I run my GT-1030 via the HDMI port with a 32" 4k monitor at full resolution with 60Hz. Hope it helps.

It is a single slot design and there are 2 standard slot plates included (large and small). You can see it in pictures 5 + 6, which show the box. With the small slot, the graphics card fits into an SFF (Small Form Factor) desktop such as an OptiPlex7090 Small Form Factor.

Only 1 slot, the card is very small. That's why it's low profile, and an additional plate is included. I have not measured the power consumption.

Yes, the slot bracket is included. A "standard plate for tower cases. I don't know any "short" slot brackets...
