In practical terms, yes, it is ready to use. MacOS is already installed and offers a host of Apple applications for browsing the Internet, reading e-mail, creating documents or spreadsheets, watching videos, listening to music, and so on.
If you have specific needs (Office Pro, specialist software, video games, etc.), you will need to purchase these separately.
