If I have a 13600k processor and my power supply is 1000W. It seems to me that 250W for the rest of the components is not enough, or am I wrong? And it does consume 750W?

1000W power supply is easily enough. The card does not draw 750W, but rather around 400-450W under full load. The 750W is probably the minimum power supply rating.

No, the card cannot consume more than 150W per 8-pin PCIe connector, plus 75W per slot. So the absolute maximum for a card with 2xPCIe 8pin is 375W. In reality it consumes more like 250-300W, depending on the settings (OC). With a little undervolting, it's possible to get it down to 200W with minimal loss of performance.
