Can I use this notebook HP Laptop 17-cn1356ng on the HP Universal Multiport?

No, unfortunately that is not possible, because the model can only use the USB-C port for data, video, power or LAN do not work with it. If the notebook was purchased, it would be worth considering returning it. The HP ProBook or EliteBook could use the multiport.
