No, there is no app (I searched for one by mistake). Connect via Bluetooth and off you go

Regarding the app: Apparently the annoying start sound can be switched off via the UE app. Does anyone know how to do this with the Wonderboom 3?

Very probably not.

FAQ from the manufacturer's site:

Q: Is there an app I can download for my WONDERBOOM?
A: The WONDERBOOM does not require an app - you can access all speaker functions without depending on an app.

It seems that the app is the same as for the other UE Boom boxes.
