The description says "Powerful hand-held hoover without bag", but the manual says that the hoover has a bag, which you also have to replace from time to time. Is this now a bagless vacuum cleaner or does the "without bag" refer to the fact that you have to buy it separately?

Answer

There is NO need to purchase bags. The vacuum cleaner has filters which should be cleaned when emptying the vacuum cleaner. The best way is to use a conventional hoover with a brush attachment.
