Unfortunately, I can confirm this. A paid cloud plan does not change anything.
The recording always starts with a delay so that people walking by are not recorded.
Recording is possible for a maximum of 15 seconds at a time. A new recording is only possible with a pause of at least 30 seconds. Totally unusable as a surveillance / security camera.
